COVID-19 Vaccine Phases and Tiers

Phase 1A

Tier 1

• Acute care, psychiatric, and correctional facility hospital staff
• Staff at skilled nursing facilities, assisted living facilities, and similar settings for older or medically vulnerable individuals
• Paramedics, EMTs, and others providing medical services
• Dialysis centers staff
• Staff of residential and inpatient substance abuse disorder treatment and mental health facilities
• Residents in long-term care settings

Tier 2

• Intermediate care facilities staff
• Home health care and in-home supportive services personnel
• Community health workers, including promotoras
• Public health field staff
• Staff at primary care clinics, including federally qualified health centers, rural health centers, correctional facility clinics, and urgent care clinics

Tier 3

• Staff at specialty clinics (i.e., optometry, cardiology, neurology, outpatient, surgery, physical therapy, etc.)
• Laboratory workers
• Staff at dental and other oral health clinics
• Pharmacy staff not working in settings at higher tiers
• Mortuary service industry personnel

Starting Phase 1B - Tier 1

• Individuals 65 and older

• Those at risk of exposure at work in the following sectors:
  • Education and childcare: teachers, school staff, early childhood, higher-education staff
  • Emergency services: first-responders, public safety, social service field staff
  • Food and agriculture: farm labor, grocery workers, food manufacturing

Remainder Phase 1B – Tier 2

• Those at risk of exposure at work in the following sectors:
  • Transportation and logistics
  • Industrial, commercial, residential, and sheltering facilities and services
  • Critical manufacturing
• Congregate settings with outbreak risk:
  • Incarcerated
  • Homeless

Phase 1C

• Individuals 50 -64 years of age
• People 16-49 years of age who have an underlying health condition or disability which increases their risk of severe COVID-19
• Those at risk of exposure at work in the following sectors:
  • Water and wastewater
  • Defense
  • Energy
  • Chemical and hazardous materials
  • Communications and IT
  • Financial services
  • Government operations / community-based essential functions
