Dr. Fred Houts completed his undergraduate studies at UC Davis and M.D. and M.S. degrees at the University of Toledo College of Medicine. Dr. Houts completed his residency in psychiatry at The Johns Hopkins Hospital, where he served as Chief Resident. He then completed a fellowship in Forensic Psychiatry at the University of Maryland. As Chief of Psychiatry for the State of Alaska, he was the psychiatry clerkship site director, ran the only forensic unit in the state, offered expert testimony in Sell hearings, prepared forensic reports regarding culpability, and extensively revised policies on informed consent, involuntary medications, and trauma debriefing. His community psychiatry outpatient clinic specializes in those with refractory mental illness and paraphilias.
